- 1) Recycling Program
South Hazelton email via recycling bins…. There is a website, full page ad in BB, direct
email to associations and bands, info board at landfill,
The RD asked SHCA to be a steward to the Recycling program. This means: identify
someone as a contact person, snow plowing, request bin dump, regular monitoring of
bins, maintenance of bins or damage to them, removal of any garbage.
It was asked if there is compensation and Julia would like more clarification on snow
removal,
Julia is okay being the steward for the SH recycling program
2 )Lawsuit:
What is going on with sign on the door with the lean and pending court case between
Bear Creek and the Regional District? Linda will inquire as to what is going on. - 3)Water financials
- How come we still have not had an update on any financial statements with the RD in
regards to the Water Improvement project. We have NEVER had an update since the
SHCA was formed. At our April meeting we were told we would be given an update. It
has been 15 months and still nothing has been provided. South Hazelton residents are
now starting to get extremely concerned about the tax coming to the residents.
Is the RD eligible for more grants or are we, the tax payers paying for everything?
How much is the RD putting in, how much are the residents paying?
*Linda said she will bring up our ongoing concerns regarding finances we are still waiting
for, letter to be sent to RD and Linda as well as what is going on with the lean notification
on the building. next meeting is set for June 22,23, where are we at with the
$6,00 and trail confirmed who pays, contracts are ready to go… -
4) Updates
- KFP is now officially owned by GFE, huge grant to restart mill or build pellet mill? Who
is now in charge we need something in writing. Ed Gree
- work bee and it was huge success, Rick vipond,
- Wrinch Memorial foundation is looking at taking over for assisted living and supportive
housing, will keep in the gym if we can come up with a sustainablitily plan to pay for it.
-Lyle explained that coal dust -is increasing and there is 3.5 billion on upgrades for CN
which are now, hauling coal from California to Prince Rupert, washington is too full,
Vancouver is full, comes north.
5)Business from above:
- bank account need minutes from elections in March -
- follow up on overpass between New Hazelton and South Hazelton
- Lyle and Shannon need to sit down Historical heritage site.
- legacy grant research needed for ask for pictures and history regarding our area -
- Shannon to look in newspaper for hidden info and pictures on history
- Possibility of making trail to old Seeley Mill down power

This is a picture or a residents driveway on Aldous St. taken in early January before the meeting to show just how bad the ploughing and grater job has been. Many residents were ploughed in on several occasions over the past three snowfalls.
24th had not been ploughed in three snowfalls and while the picture doesn't do it justice, residents are very concerned about the ongoing issues with ploughing in the South Hazelton area.

- Grants for Baseball denied as Legacy didn’t approve * new agreement to apply for more grants.

A) Cost of water: Roger:
- Update: lower: fire revision start to see action again within two weeks, all the infastructure on site by Nov and functional by end of year
I would feel more comfortable I would like to get into a number of months of operation. By the end of next year we will be able to predict what the number will be for the next five years. We will set a number that we hope to stay with for some time.
As for below ground, wouldn't have done the pre-load, cheaper to pre-load then do a foundation.

Response from Bob - stand alone dept. has changed with liability and insurance are huge, wcb and worksafe bc. New town 100,000 budget, Vill of Haz, 35,000 have a partnership so combine two budgets around 70,000
It’s very expensive and there are too many fire departments in the Hazeltons already and there is an incredible amount of money waisted.
- There is a constant struggle for recruits. Demographics are changing and that is a factor as well. I know we are headed in the right way and the costs will continue to be maintained at the current level.
- If you go independent all the current equipment needs to be replaced and it would cost up towards 80,000.
- We are leaving the trucks as is and they are insured incase they are needed. There is an 8 km standard and a 12 km standard for insurance purposes.

A) Cost of water: Roger:
- Update: lower: fire revision start to see action again within two weeks, all the infastructure on site by Nov and functional by end of year
- Up top: 99% of infastructure - components not communicating due to a contractual problem with one of the subs.
- Hoping by the end of the year the system will be fully functional. Dist. of New town looking after system and will continue to do so until next year.
- Question - Julia: over estimated cost to be covered?:
- Roger responded: based on projections we were always anticipating an annual cost per user in the order of 600-800 per year per house. When we ran the numbers a couple weeks ago I was hearing within 800 for that range.. we can't predict what the final number will be. A lot of that 6-8 is dependent on the operational budget we are still trying to get a handle on it.

- 15-20 people around at all times to properly maintain a dept. at all times. South town and gitanmaax struggles. In 2008 when we did two mile there were lots of surrounding dept. the RD went through and exercised our own resources to reduce the number of depts and combine resources.
- Hazelton rural: shouldn't go separate and we looked at how to partner and look at resources and it made going to combined units. The two did not have the equipment in the dept to provide rural fire protection nor did New town (2 Mile) but by combining you could offer a combined service. It is still in the works as Git still hasn't come completely on board. At that time south town was still an issue but we knew we would have to deal with it. When we took over the improvement district the ST was non operating. So we approached new town and extend the service. Right now it is in informal and on the in-term to be finalized.

- Legion - what is the ownership and how do we move forward?
- Combined Crown lease for the property and legion building.
- WE do have the ability for Parks and rec service we do have a max which is about $6,000 a year.
- We did put money into to cover the cost of setting up the service area and the school district was closing the school and we assumed responsibility to for the playground.
- I am looking towards the community association proposes what it should be done. Think about what you are looking to do, $6,000 total unless you think there is a need to increase the budget. Budget process started now, finalized by the end of Feb. IF you want bigger projects you will have to change bylaws. All we did was put something basic in place.
- Trail system:
- Can we just put trails through Crown Land?
- Roger answered - Design and get necessary approvals. It would be done through the RD in co-operation with the community assoc. The legal permits could be attained through RD. Roger:
- When you have a plan in place there are some other small funds that can help. The road company wanted to donate a few days to a community project. WE have these things ready to help. Starts with an overall plan. Even in Thornhill we struggle with resources. Study grants might be able to help to offset costs. WE need maps and go for a walk. New town - Towns for Tomorrow, Eagle down - Old town.

Agenda Item discussions:
A) Issue: Water system
- what is going on with all the studies and problems.
- what are the problems and why are we having them when we spent hundreds of thousands of dollars planning and for studies. Is the problems from too many companies working on one project? Are the residents on the hook for other companies mistakes and complications...
- should we look at getting a lawyer? and get some outside expertise.
B) Newsletter:
- Shannon would like to see a quarterly newsletter with updates on current issues, contact info for the association and a way to encourage feedback and community involvement. Everyone is agreement.C) Grants
- there is a grant for $2,000 for Community involvement through the Regional District but deadline is October 3rd
- application form will be emailed from Julia
- SPARC grant is being applied to for a junior baseball league next year
- CN possible contributions
- BVCU has a $500 grant to look into but need the minutes from past meetings
- setting up an account is required for the grant and the SHCA. D) Office:
- officially confirmed to be used by the SHCA
- we need keys
- Shannon will be in charge of keys
- set up PO box, Julia will deal with Marilyn Physical Address is:

- Former Legion or South town community Hall is now a hazard and last winter squatted and what can be done about?
- Ask regional district who owns it and who is responsible

- new residents in the area suggested that the stage, which is still in good shape, be salvaged and a more usable facility. Is there a grant for that? Does the RD have any suggestions.
- look at possible gaming grants to fix up area.
